Bid Process
The Madison Municipal Airport Board of Aviation Commissioners is pleased to present the following property for farming for a multi-year contract beginning in 2025. The airports intent is to consolidate all farming operations and to obtain a better value for the properties.
If you are interested in farming, we invite you to submit a sealed bid offer under the following terms and conditions:
The operator is intent on consolidating all farming operations and obtaining the best value for the farmable areas.
The airport property has many varying restrictions that may or may not disqualify a producer from USDA benefits. Potential producers are encouraged to speak with the Jefferson County Farm Service Agency 812-273-2070 on these restrictions. The airport is very open to working with any concerns.

Scope of Work
Farming Description
To obtain the best value for the farmable areas, controlling runoff, and mitigating poor ground conditions the farmer shall be responsible for farming approximately 109 acres of soy beans. The farmer shall also be responsible for maintaining ditches and working the land in an effort to optimize drainage away from hangars and towards outflows in the areas you are working.

- Crops shall not be planted within 400’ of either end of the runway
- Crops shall not be planted within 250’ of runway centerline
- Crops shall not be planted within 66’ of taxiway centerline
- Crops shall not be planted within a 100’ radius of the AWOS
- In the interest of enhancing yields and improving the land the following duties apply
- Keep ditches clear of debris natural and/or manmade
- Keep vegetation from becoming overgrown
- Repair ditches as needed, including flattening ruts as a result of traversing ditches in a perpendicular fashion and etc.
- Present a plan of action to increase crop yields and maximize the use of airport property including the following items.
- Actions to be taken to resolve drainage issues
- Equipment to be used
- Timeline for completion
- Execute the above plan
Application of Weed Killer (Optional)
Certain Areas of the airport are maintained with a Weed Spraying Contract. Many of the areas are in close proximity of farmed areas. If the Farmer does not wish to have our Contractor for Weed Spraying to apply applications near his fields, the Farmer may wish to apply Weed Control themselves at their cost. This can be added to the Contract but would require a State Applicators License to do so.
Application Intervals
- Herbicide shall be applied in the Spring, Summer, Late Summer, or as needed, in order to maintain vegetation-free conditions in the above areas. (Minimum of 3 applications)
- Automated Weather Observation System (AWOS) and other sensitive areas will require more applications and more frequent applications.
Application Provisions
- Herbicide shall not be applied when inclement weather is predicted within 24 hours or during rain.
- Contractor shall ensure that control of drift can be maintained at all times however; in general, wind speeds shall not exceed 15 Mph/13 Kts when applying herbicide to prevent drift or as directed via product label whichever is less.
Term of Contract
The term of this contract will be a 3-YEAR contract that will be based upon the farm plan specified in the bid. This contract will begin immediately in 2025. Interested parties should include in their bid proposal a Farm Plan and duration needed for the contract.
Additional Information
Airport Operations Area/Equipment Safety
Operations within the Airport Operations Area (AOA) should be in compliance with the Federal Aviation Administration (FAA) rules and regulations. Equipment operated by the land manager shall not conflict and/or pose a hazard to themselves or aircraft. Aircraft operations and emergency vehicles shall have the right of way at all times. The operator shall not allow employees, including subcontractors and suppliers, to cross or proceed on to any active runway, taxiway, Safety Area, or Aircraft Movement Area without proper authorization.
Additionally:
Operations within the Airport Operations Area (AOA) should be in compliance with the Federal Aviation Administration (FAA) rules and regulations. Equipment operated by the land manager shall not conflict and/or pose a hazard to themselves or aircraft. Aircraft operations and emergency vehicles shall have the right of way at all times. The operator shall not allow employees, including subcontractors and suppliers, to cross or proceed on to any active runway, taxiway, Safety Area, or Aircraft Movement Area without proper authorization.
Additionally:
- All equipment and vehicles shall be flagged with an orange flag or have flashing dome type lights while in the AOA.
- All personnel working with AOA must wear bright colored clothing (ANSI 107-2010).
- All personnel working within AOA will meet with Airport Manager for an airport safety briefing prior to work each day.
- Personnel will monitor airport Common Traffic Advisory Frequency (CTAF) with radio provided.
Hazardous Wildlife Mitigation/ Wildlife Fence
Additionally, the Madison Municipal Airport Airport Operations Area is surrounded by a wildlife fence with the intent to mitigate and/or prevent wildlife becoming a hazard to aircraft and/or airport operations. Contractor shall ensure that ALL GATES REMAIN SHUT AT ALL TIMES and are secured daily following completion of work for the day. Contractor shall report any issues with Gates, Fence, and/or Wildlife to the Airport Manager or designee immediately.
Insurance and Liability
Contractor shall show Proof of any Workmen’s Compensation Insurance for any employees, if any, and shall further be responsible for all injury to person or damage to property on the Madison Municipal Airport real estate caused by the negligence or misconduct of contractor or any of its employees or agents in performing this contract. Proof of Liability Insurance shall be filed with the City Board of Aviation Commissioners for the City of Madison, Indiana, through the City Clerk’s Office prior to any performance of duties of contractor under this contract.
